It's easy to get to Koh Lipe from Southern Thailand. In high season there are several ferry routes in the Andaman Sea. Popular ferry destinations are Koh Lanta and Koh Phi Phi.
From Bangkok and Northern Thailand
The easiest and usually cheapest option from anywhere in the North is to travel from Bangkok to Hat Yai to Pak Barra, from where you can take the ferry to Koh Lipe. This route can be done all year, there are daily ferries from Pak Barra in low and high season.
In high season you can go all the way from Phuket to Koh Lipe and on to Langkawi without ever setting foot on the mainland. In low season Koh Lipe can only be reached from Pak Barra.
The quickest way from Malaysia is trough Langkawi Island, the cheapest way from Kuala Lumpur is with the night bus to Hat Yai.
